Ural (sensu lato) is the name of both a mountain range and a river,
toghether forming the traditional northern border between Europe and Asia.
Currently the russian government somewhat recognizes Ural as one of the top
level “economic regions”, in which
the first order divisions are aggregated, comprising
Chelyabinsk Region,
Kurgan Region,
Orenburg Region,
Perm Territory (including
Parma),
Bashkiria
Sverdlovsk Region and
Udmurtia.

Ural). This movement exists in Sverdlovsk

In beginning of 1990ies some regional leaders proposed
autonomous republics. In that times
Autonomous Republics
had more rights and more budget than Regions (oblast) and
Territories (kraj). People in Regions and Territories considered
that this situation was unfair. Main figure in this process was A. Rossel,
governor of Sverdlovsk Region. He proclaimed the Ural Republic with capital
in Ekaterinburg on 1 july 1993. But official documents about this
“proclamation” were not adopted. It was only a verbal act. After discussing
with federal government all problems were resolved. Regions obtained equal
rights with republics. And the “republican movement” finished. A. Rossel is
governor of Sverdlovsk Region now. Analogous
processes occured in many regions.

In 1992 or 1993 some regions self upgraded
to constituent republics, and
used ephemeral unofficial flags. One of the main republics was Ural Republic
(Sverdlovsk, or Ekaterinenburg, region).
Two flags were reported:
black - yellow - green horizontal, and
white - green - black horizontal.

Sverdlovsk Region? And what’s behind the existence
of two different flags? Two
factions of the republican movement, or did one replace the other?

The Ural Republic had horizontal white-green-black flag (like in
1918). It was never adopted officially.

of Aspirant Peoples [eba94] as:
«Ural Republic - East Russia and West Siberia».
