Mendham Township is in Morris County, New Jersey, in the north-central part of the state. Incorporated in 1798 as one of New Jersey's 104 original townships, Mendham was broken up in 1806 and again in 1906 to create Randolph Township and Mendham Borough, respectively.

I was able to find a photograph of the township's police department flag being carried by its honor guard. (www.rtut.com/honor-guard-gallery.html, photo at www.rtut.com/images/file/l-APPROVED-Mendham-TWP-PD-NJ.png). Based on the photo, the flag of the Mendham Township Police Department features the department's triangular black and gold shoulder patch centered on a blue field.
