The territorial reorganization of Norway which was implemented on 2020-01-01, was partly undone by legal changes adopted on 2022-06-14 and implemented on 2024-01-01.
The merger was highly unpopular and opposed both before and after the implementation, the county council itself having requested the unmerging from the national government in 2021. As a result, it was decided by the national parliament on 2022-06-14 that the merger be reversed. On 2024-01-01, Troms and Finnmark counties were re-established and their original arms were readopted; since their flags had actually been banners of arms, they were automatically readopted as well.
The flag used between the creation on 1 January 2020 and
abolishing on 31 December 2023 of the fylkeskommune employed elements of the
flags for the former (and subsequent) Troms and Finnmark,
but shown as gold on white.
