Bondesen/Jan Roald Andreassen (as quoted by [c2j88])
While the
municipal web site says simply that the arms depict a cormorant since they
are abundant in the municipal fauna, the
NGW site
is probably more to the point noting that the arms are canting - Norwegian
"skarv" - cormorant is recognizable in the municipal name, ending in the suffix
"øy" meaning island.
