The Flag

White stylized Kanji character of Tochi (栃) of Tochigi and ancient Chinese letter of Gi with three arrows on light green field. The flag represents improvement and active motion. Adopted 1 March 1964.

The height of the central emblem, the prefecture symbol, is 1/3 of the flag's height. The ratio of the flag is 7x10.

The colour is described as pea-green. The emblem consists of a stylised kanji tochi (栃 horse chestnut) representing energetic progress and action, with the three arrows referring to the ancient kanji gi (木 tree,wood).

I would say this emblem is canting, with the kanji stylised to represent the look of the horse chestnut tree (which unsurprisingly is also the prefectural tree).

The prefectural page refes to bulletin of 1 December 1962 after the info on the emblem and flag. There is nothing to explain how this relates to the March 1964 flag adoption date reported by Nozomi (perhaps 1962 was only the emblem).

The prefecture flag was adopted on Mar 1st 1964. The flag proportion is 7: 10. The height of the emblem is 1/3 height of the flag. The prefecture emblem was adopted on Dec 1st 1962.
