This flag comes from the book "Flags to Color, Washington to Lincoln," and is found on page 3. It's listed as "Whiskey Rebellion, 1794."
"Colors: Blue field of flag; white stars; white ribbon over red; green leaves; gray eagle with orange beak and eye."
"Farmers, especially in Pennsylvania, objected to the federal whiskey tax of 1791. Federal troops had to be sent in by President Washington before the farmers who flaunted this flag agreed to pay the tax. They preferred selling their crops of corn and rye as whiskey because prices were higher and liquor was easier to transport than grain."
