I don't think this flag is official, but this proposal (dark blue with coat of arms and name in red "gothic" letters above it) was seen at http://home.nclink.net/ramzilla/2countyflag.htm (no longer active). The official coat of arms is indeed the one used on the proposal. You may see it at the county's website, at www.co.craven.nc.us/.

This is the official county flag. This photo from 2009 www.carolana.com shows it as the current county flag; I remember back in 2000 or 2001 I was in New Bern and saw this flag flying at the courthouse as well and tried to bring with me to the 2001 National Jamboree for the Boy Scouts.
