Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
Archived copies of the pages about Taylor County are still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/taylor.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Taylor.htm. It is a ~3:5 tricolor flag, possibly following the color specs of the state flag with a large emblem centered on the middle panel. The emblem shows farming motifs and lettering reading "Taylor County celebrates Iowa sesquicentennial 150 1846-1996 thus:
Image of a barn at the center, slightly offset to the upper fly and two stalks of maize at the hoist side, plus something I cannot identify at lower hoist. "Taylor County" set in "college style" slab serif capitals and arched from 11 to 5 o'clock around the whole, "Iowa" identically set and larger, centered, overlapping the barn door,
"celebrates" and "sesquicentennial" set in Zapf Chancery (a serif, cursive typeface), above- oist and below the barn, "150" in largish figures set in a casual brush hand, and "1846-1996" in the same typeface, overscored under the previous.
