Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
Archived copies of the pages about Clinton County are still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/clinton.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Clinton.htm. It is a ~3:5 light (white?) flag with an emblem taking all of it. The emblem consists of a county map outline filled with writing and images:
Arched from SW to N the slogan "Grass Roots to the Stars", the lesser words in smaller type, a barn and silo with two small maize stalks at NW, three black (?) stars in arch at NE and a space shuttle rising under them, a large stalk of maize at E, and on the middle bottom a plough and under it in two lines "Home of the astronauts" and "Clinton County", the 1st line in slender type; all lettering set in serif capitals.

The booklet [u9s03b] shows this flag on its page 3 (3rd and 4th photos of the 3rd row). It is indeed white, and the emblem consists of black, red, and green elements: Red — stars and the "Clinton County" inscriptions, green -
corn stalks, and black - all the rest (map outline, barn, plough, space shuttle, and remaining inscriptions).
