I received confirmation from the City of North Pole, Alaska that this is both their official city logo and flag.

According to the Fairbanks Daily News Miner of December 4, 1990, the flag of
North Pole was adopted after a contest was held in which about 20 entries were
received. The flag of North Pole was adopted in November/December 1990, the
winner of this contest being Bill Howe, inmate at the Fairbanks Correctional
Center at the time, who received $50 for designing the city flag.
Also,
based on more recent city meetings, it appears the city flag now has a
black-white-black border around the diagonal red and white stripes.
The city passed a resolution on October 20, 1980 calling for a city flag
using the city seal on a field of blue. No further information.
