"It was confirmed at July, 17th, 2001 by region council
decision N3/16-1. There is rectangular panel with ratio 2:3. It
has three horizontal strips - blue, green and black as symbols
sky and water, plenty and coal. On the green strip border are two
horizontal yellow ears."

decision N3/16-1. The shield is barry of three on azure, vert and
sable. Between first and second fields is or sircle-sun with
eight bows as ears. In the center of third field is argent salt
symbol. The author is O.Nedorizova."
