I thought I remembered reading somewhere that these were metal
pennants sent up on unmanned Soviet planetary probes.

It was metal pennant transported to the Moon by unmanned space probe
Luna-9 (Луна-9) in 1966.

I wonder where to stop: Most of these are simple
plaques, not flags. A metal plaque with the shape and design of a flag is
arguably a flag, as is perhaps an original design in a clearly flaggish
shape like the attcahed. But a plaque with words and pictures in patterns
not used in flags in not productively classified as a flag.
