On 1 may 1917, Centrobalt (Central Committee of Baltic Fleet) ordered to
all warships to hoist Andrew’s flag. It was
named "provisional flag". Several ships added to Andrew’s flag a red stripe
(battleship Petropavlovsk — Andrew’s flag with red vertical stripe
on fly selvage etc.).
