This new flag is a banner of arms. Approved on April 27, 2016, by Resolution
No. 400 of the Bryansk City Council of People's Deputies. The flag is registered
in the State Heraldic Register of the Russian Federation under No. 10001

The former flag was used from 1998 to 2016 and shows the shield on a red
field.

Deputies No. 217 of September 11, 1998. There is no record of its registration
in the Heraldic Council of the President of the Russian Federation.
