It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and blue.

Shield Azure, on a sun flaming of rays Or, a heraldic fountain on a roundel Vert, in orle a bramble tvine. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "SILVEIRA". This is the pattern in use. The legal text mentions a green roundel Vert charged with two barrulets wavy Argent.
Meaning:
A silveira is a bramble thicket or briar patch (usually of genus Rubus); the orle of the arms is canting for this.
