It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

Shield Or,a pearl lizard (Port.: sardão; Latin: Lacerta lepida) passant Vert armed and tongued Gules, in central chief an open book Argent bound Azure, in base an olive branch Vert fruited sable and an oak branch Vert, both crossed per saltire and tied Gules. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "FREGUESIA DE SARDOAL". ""
Meaning:
The arms are canting, since "sardoal" means "place of lizards" — from "sardão", partial synonym of "lagarto", "lizzard" (actually, "sardão" refers only to the species Lacerta lepida, while
"lagarto", just like the english word "lizzard", refers to any middle-to-large sized, four legged, non-crocodylian, extant reptile).
