It is a typical Portuguese communal flag, with the coat of arms centred on a plain purple field.

Shield Or two sticks Purpure in saltire, flanked by four wine leaves Vert, issuant from base wavy of Azure and Argent a throughout bridge Sable masoned Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "SEVER - SANTA MARTA DE PENAGUIÃO".
Meaning:
The charges of the upper half are alluding to viticulture, represented by the leaves, and the cultivation of olives. The sticks are used to shake the ripe fruit down from the olive trees.

Sever is one of the five communes of Santa Marta de Penaguião Municipality not affected by the 2013 changes; it had 581 inhabitants in 2021 and covers 6,14 km².
