It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

São Pelágio de Ovadas, or simply Ovadas, Commune was one of the pre-2013 communes of Resende Municipality; it had 277 inhabitants in 2011 and covered 10,2 km².
