It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field (village rank).

The arms are Or a fishing net throughout Gules its buoys Vert issuant from a base wavy Vert chaged with two barrulets wavy Argent and in chief a raven perched Sable garnished Argent. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "ALTURA".
Meaning:
The word "altura" means "height", usually as an abstract noun, but here probably referring local terrain, and thus the arms are not canting, refering instead to the local importance of fishing. The base wavy with green waves is representing the sea. And why the raven? - I don't know.

Altura Commune is one of the four communes of Castro Marim Municipality (q.v.); it had 1920 inhabitants in 2001 and covers 10,88 km².
