It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Shield Vert a throughout aqueduct Or masoned Sable with three arches, on base a pomegranate tree Argent with fruit of the same seeded Gules, on central chief point a windmill wheel Argent. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "ÁGUAS LIVRES".
Meaning:
The tree is a common symbol in the arms of all predecessors of the commune and of Amadora Municipality as well. The aqueduct is a representation of the name giving Free Waters Aqueduct (Portuguese: Aqueduto das Águas Livres; see here. It is furthermore the representation of the former Damaia Commune. The wheel is taken from the arms of the former Buraca Commune.

Águas Livres was formed in 2013 by a merger of Damaia Commune with the Northern part of Buraca Commune and the Southern part of Reboleira Commune. It is one of the five communes of Amadora Municipality created by a merger during the 2013 changes. It had 37 607 inhabitants in 2021 and covers 2,2 km².
The Northern part of Reboleira Commune today belongs to Venteira Commune, the Southern part of Buraca to Alfragide Commune.

Damaia was one of the ten communes of Amadora Municipality affected by the 2013 changes. It had 20 945 inhabitants in 2011 and covered 1,4 km².

Buraca was one of the ten communes of Amadora Municipality affected by the 2013 changes. It had 16 081 inhabitants in 2011 and covered 1,7 km². Buraca was disolved in 2013. Its Southern part was incorporated into Alfragide Commune,its Northern part into Águas Livres Commune
