It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of white and green.

Shield Argent, an embattled fortress Vert masoned Sable with two towers between a fleur-de-lis Gules in central chief and a grapevine Purpure leaved Vert in base. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials: "VILA VERDE DOS FRANCOS".
Meaning:
The castle is referring to the fortress, erected by French Crusaders, who helped the Portuguese conquering Lisboa. As it is green, it is also a canting element. The fleur-de-lis is reminding to the French people and thus another canting element, and it might be an attribute of Our Lady of the Angels, the local paton saint, as well. The grapevine is symbolizing viticulture.
