It is a fairly typical portuguese municipal flag, with the
coat of arms centered on a plain blue
background.

The arms are Or a castle Azure open
and litten Or above a hound couchant Sable with its front legs crossed
dexter over sinister and orle of fourteen natural (i.e., not heraldic)
roses Gules leved Vert. Mural crown argent with four visible towers (town
rank) and white scroll reading in black upper case letters "Vila de
Alenquer".

Plain (monocoloured) Portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.

16 communes covering 302,18 km². It is part of

The arms show an Alani wardog, for Alenquer was
founded (or at least inhabited) by the host of Adax, being the capital of its
brief kingdom in Hispania (in 408-429). (I have no idea about the roses; the
castle may be a trivial reference.)
