The council informed me the coat of arms was adopted in 1994, being designed by Salvador Alfaro Muñíz and adopted through a call for submissions (likely from the Council), with a jury composed of residents of Salinas. The shield has a curved border composed of a scroll around its edges, which reads the motto: "El Trabajo vence todo" [work conquers everything] on the left; and on the right, "Salinas de Hidalgo, S.L.P." Over this is a crown, signifying its colonial past. The shield is divided into three sections; two vertical ones with one horizontal at the top. The upper section depicts the sky and water, along with a hill for the mountains that can be seen from the city. Also seen is a windmill, which mostly existed historically. The lower-left section depicts an Indian with a quiver and bow and arrow, only wearing a hat; these were the first populators of the land. The lower-right section depicts a conquistador, the conquerors of the land. Between them is a large cross, for the faith which united them in the end.
