It appears there is no municipal flag.

I was informed the coat of arms was created by Alberto and Julio Robles Rojas in 1923. To the sides of an oval shape, branches bear flowers. It is imposed over a background of the national colors, having at the top the motto "LEY Y JUSTICIA" [Law and Justice]; in the center is the National eagle eating a serpent over a cactus, remembering the Nationality. From its left to right side, the words "POANAS DURANGO". At the bottom, "MEXICO 1936"; apparently around when the coat of arms became standardized.
