Decree 130 published on 9 March 2014, establishing the Law of the Coat of Arms, Flag and Anthem of the State of Durango in force since 10 March 2014, describe the flag as follows:

The Flag of the State of Durango consists of a white rectangle, whose ratio between width and length is four to seven. In the center will bear the State Coat of Arms which will have a diameter of three quarters of the rectangle's width (article 10).

The municipalities and educational institutions that are part of the educational system and schools incorporated there in, must have a sample of the Sate Flag, in order to be exposed at the time of giving honors to the National Flag.

When honors are paid to the National Flag, the State Flag shall be present.

Any sample of the Flag of the State of Durango shall faithfully correspond to the model referred to in article 10 of this Law. Prior authorization by the General Secretariat of Government, the authorities, the public bodies or associations and educational institutions may write their denominatios on the State Flag as soon as this contributes to the cult of the state symbol. It is forbidden to make any other inscription on the State Flag.

The civil salute to the State Flag shall be made in a standing position, placing the right hand extended over the chest at the heart height, with the palm down. People will also salute with their heads uncovered.

Arms first adopted: Between 1988 and 1991 by Decree number 67

The Coat of Arms was officially granted to the State by the State Congress by Decree number 67, between 1988 and 1991. Since I don't have the exact publication date of the decree, I will transcribe the same as I found it on the official page of the Durango state government back in 2005.

Act No. 67

Honorable 58th Legislature of the Free and Sovereign State of Durango, on behalf of the people, decrees:

First Article.- It is hereby declared that the COAT OF ARMS OF THE CITY OF DURANGO shall hereinafter be the OFFICIAL COAT OF ARMS OF THE FREE AND SOVEREIGN STATE OF DURANGO.

Second Article.- The official features of the COAT OF ARMS OF THE CITY OF DURANGO are the following:

    1. An oak tree, "Symbol of Freedom" with its natural colors, trunk and branches in brown, in bright green the thick foliage on top, with its roots just off the ground.
    2. Two wolves in a running attitude, as symbol of "Lordship", placed one above the other in different planes, because the one that goes in the upper part of the trunk, is behind it and the one that goes in the lower part, is in the front; the color of the wolves must be light brown, with yellowish and grayish tones, that is, of their natural colors, each animal carry white lamb with traces of blood that sprout from having sunk their teeth on their prey.
    3. The field is blue, resembling that of the Durango sky on a clear and splendid morning.
    4. Two green palm branches as a garland on the right and left sides of the Shield, with a red ribbon at the bottom of both stems, to which it links.
    5. The frame of the shield must be brown.
    6. The Royal Crown that adorns the Shield in its upper part, must be golden, encrusted with blue stones in its vertical arches and with diamond-shaped stones encrusted in the base, alternated in blue and red, the internal lining of the Crown must be bright red, in the same shade as the ribbon of the palms.
    7. The Crown, in its upper part, ends with a sphere that represents the globe, with the American Continent in front; A Latin Cross emerges from the sphere, constituting the final adornment of the Crown.

Third Article.- In the case of the Municipalities, each one, through its council, can decide whether to adopt as its own Coat of Arms, the ones object of this decree or some other that it considers more appropriate.

Fourth Article.- The proper publication, as well as the monitoring of the fulfilment of this Decree, is responsibility of the General Secretariat of Government; all other the State Authorities will be auxiliary in this function.

Fifth Article.- The use of the Coat of Arms of Durango in documents, medals, flags and other objects for official usage, must be subject to each and every one of the characteristics described in the Second Article of this Decree, referring to its coats of arms.

Transitories

First Article.- A banner must be made with the Coat of Arms of Durango, so that it can be exhibited in the Office of the Head of the Executive Power of the State.

Second Article.- The Coats of Arms of Durango that do not meet the characteristics indicated in the Second Article of this Decree and that appear in stationery and official documents, are left without effect and must be withdrawn from public circulation, giving themselves a term of one year. for the fulfillment of the provisions related to this article, except for Shields of a historical nature and engraved on hard and permanent materials.

The Law of the Coat of Arms, Flag and Anthem of the State of Durango published on 9 March 2014, confirms every single feature of the coat of arms, it does not change anything.

It is remarkable that the 2014 Law does not abolish the Decree 67, nor even mentions it. Thus the question is if the Decree 67 actuallay came into force.
