This is a result of changing of status of the province. It is now a special
autonomous province, as far as I can remember, and also there is a change of its
subdivisions.
In fact the full official name is Jeju Special Self-Governing Province and here
is the link to the same flag as Aco's report on their
official website.
New division consists of 1 city Seogwipo and one county Namjeju. Here is the
flag of
Seogwipo City. And here is the
flag of
Namjeju County.

I spent my holiday this year in East Asia. On Jeju island (former spelling
Cheju-do), I wanted to buy the province flag, but I was disappointed. The flag
does not longer exist. Even in flag stores, it is not possible to find one
anymore. Instead of this, the province and island Jeju-do is flying now one of
this ugly logo-flags. I believe, the logo-flag was introduced on 1st of July
2006, when the province became a "self govern province".
I made a picture of it and loaded up at

English Wikipedia has an image of flag and logo (I don't know about its
copyright), which I add on this message.

The symbol is shown at the homepage of Jeju government, too:

Flag of Province
The blue triangle of earthenware symbolic of Cheju stands as a symbol for pier Mt. Halla and the Earth, while the white triangle for the Heaven. The circle of the while triangle symbolizes the Sun, and the three wave patterns in the circle are symbolic of Cheju's Samda (three abundance: women, winds and stones) and Sammu (three non-existence: baggers, thieves and gates). All of these portray the pure Cheju people.
