Description

Local Council Or Aqiva (meaning light of Aqiva) is situated in the shore plain between just north of Hadera. Est. 1951 and got 15'000 inh. It is named after Rabbi Aqiva, a prominant spiritual leader during the 2nd century rebellion against the Roman Empire who was tortured in nearby Ceasarea in 136 AD. There are suggestions that he was buried nearby.
I visited it on 3 September 2001 and found the municipal flag – the municipal emblem on a white field with no inscription – hoisted above the city hall. The municipal emblem was published in the official gazette (Rashumot), YP 997, 28 February 1963. Sources: author's own observation, 3 September 2001; desk flag received from the local council; this webpage [not retrievable].

Or Aqiva was promoted to rank of municipality in 2001.
The emblem on the image above still carry the old inscription as Local Council in the upper line so I guess that the current flag has the same emblem but with new inscription. See the old emblem (with inscription Mo'atza Mekomit) at magazine.ort.org.il [retrieved].
Or Aqiva was established in 1949 as transitional settlement named "Cesarea". It became permanent settlement in 1951 and got its current name (and status as Local Council in 1953).
