Overview

Why two different flags with different proportions?
This is my speculation, but if you take a look at the text describing the flag [presumably, it is in Hungarian ] you will be able to see somewhere mentioned 45 degrees. I presume that the law establishes the flag with the diagonal lines being in 45 deg. to the edges. For this reason one would have two slightly different designs depending on the overall flag proportions. There are two possibilities to do that, and that is:
1. by widening the middle stripes, which disrupts the whole concept, or
2. by broadening the outer ones, as it is done there.

In my opinion, this case 2 is much more sensible.
It is other question why they need two flags differing in proportions - my guess it as to match it to the national (or some other) flag they are hoisted with.

This flag is from Budapest the 16th district. Also the Flags original minimal Ratio is: 2:1, the second can be longer, but the diagonal lines (45 degrees) must be centered in the flag. The colours are: green and yellow (gold).

Budapest XVI.: Flag is on the City Hall. Ratio: 1:2. On the center there is the coat of arms.

The correct name of the district is Budapest XVI. The district is the union of some formerly villages united with Budapest in 1950. (Mátyásföld,Sashalom, Cinkota, Rákosszentmihály etc.).
