Musekinin Kanchou Tylor [Irresponsible Captain Tylor] is a Japanese anime series that ran from 1993-1996.
Tylor was simultaneously a sendup of heroic space-opera and of their duty-and-responsibility ethic. It got a lot of mileage out of ridiculing the pomposity of the UPSF martinets and exagerated patriotic impulses in general.

This is the flag of the United Planets Space Force. It was meant to be a extension of the parody elements inherent to the series (the logo looks suspiciously like a giant tomato). It appeared pretty often in the series: flying off the bow of
the spaceship Soyokaze itself, actually (in a vacuum!)

And also looks even more suspiciously like the Japanese national
flag! Being an anime show from Japan, I'm convinced this was
intentional (like the "flag of earth" from
Futurama, a US-based cartoon, having thirteen alternating red and
white stripes, with a blue canton).
