It is a red - white vertical bicolour. The coat of arms is shifted to the top.

Coat of Arms

Description of coat of arms:
In a silver (= white) shield is a red castle, having three embattled towers, the smaller side towers are topped by triangular roofs with a ball at the top each. Balls and roofs are red on the photo whereas Stadler and Reinhart depict them as blue.
Meaning:
According to source the shield shows the forticfication built by the counts of Kleve in the early middle ages. Count Dietrich VII of Kleve granted the rights of a city to Dinslaken in 1273.

Please note that in §2(2) of Hauptsatzung of the city of Dinslaken, version 4 July 1995, just a flag is mentioned but no banner. According to Mr. Sinemus, a functionary of the city, there exist however an everyday banner, a plain bicolour, and a banner with coat of arms used only for special occasions exclusively by the city.

The coat of arms was approved by Prussian ministry of state in 1928.
