The flag's ratio is 3:5. It is a white over blue horizontal bicolour.

Note:
The official name of the city is Stadt Haltern. That name is according to source also shown upon the nowadays seals. Sometimes the city denotes itself as Haltern am See.

The flag was approved by Oberpräsident of Westphalia province on 31 January 1939, but blue over white. Furthermore the attachment of that file didn't match the description.
