It is a yellow over blue horizontal bicolour with the coat of arms in its centre.
The shield is divided per fess. Above is a blue statant lion, armed and tongued red in a golden(=yellow) field, below a golden(=yellow) urn in a blue field.
Meaning:
According to Stadler 1970, p.15 the colours of the flag and the lion as well are symbolising Welfen kin, especially the branch of the dukes of Lüneburg. The urn is symbolising a prehistoric grave yard, which had been discovered in 1935.
Source: I got a description of the flag from the local police station on 5 August 2010.
