It is a red-blue vertical bicolour. The coat of arms is shifted towards the top (see left image above). There are also plain bicolours divided horizontally (see right image above) or vertically (see central image above) of red and blue.

Berchtesgaden Coat of Arms

Shield quartered, 1st and 4th quarter Gules two keys in saltire, a key Or in bend and a key Argent in bend sinister, 2nd and 3rd quarter Azure six fleur-de-lis Argent ordered 3:2:1, on heart point an inescutcheon lozengy of Argent and Azure.
Meaning:
In 1630 the authorities of Berchtesgaden used a seal displaying St. Andrew with his attribute, a saltire. The same pattern was considered as arms of the town during the 19th century and was replaced in 1891. The current arms are basically those of the Augustine Provostry of Berchtesgaden with an additional lozengy inescutcheon, displaying the lesser arms of Bayern, to which the region belonged since 1809. The keys are an attribute of St. Peter, patron saint of the provostry. The fleur-de-lis display the apocryphal arms of the Counts of Sulzbach, who founded the provostry in 1106.
