Stadler 1966 mentions that the current civil flag is in use since 1912. However, the design of the bear differed over the time, and the current design was only officialized by the 1954 law. The earliest image of the flag I have is in Bulgaria Fahnenbilder 1931 [editor's note: probably the same as Neubecker 1931] from about 1931.
