Both the first coat of arms and flag were adopted through Local Agreement No. 023 of 12 January 2008, in effect on 12 October 2008. The flag is diagonally divided with a white field, having a lower-left green triangle and in the center a blue band. Over the center is the coat of arms of the locality with 9 gold stars going around it. Along with the coat of arms, it was adopted through a contest in which the teacher Álvaro Fernando Abello won as the creator of both. As read in Article 2 of the law:

The 9 stars: represent the veredas (hamlets) which emanate with their own light, marking a circle to which we belong with pride.

The stripe of white symbolizes the peace and illusion of all the people.

The blue stripe represents the hydric wealth with which the locality is a source of life for the world.

The stripe of green color, the tapestry which invites rural progress with the expectation of a better form of life supporting the brotherhood of the farm-working and urban inhabitants.

The coat of arms was created by the teacher Álvaro Fernando Abello through a contest; adopted through Local Agreement No. 023 of 12 January 2008, in effect on 12 October 2008.

Its structure is conformed by a stripe in the form of an arch where the motto "Solidaridad y pujanza" [Solidarity and Strength] appears, words which enclose the wish of all for a better world. In the center of the upper part, a star which represents the pride of the locality.
To its side, eight pomegranates signifying the human resource, fertile and productive land [also recognizing the coat of arms of the Capital District of Bogotá.]
To the side and side, two laurels which are a port of art, culture, sport, and triumphs of our youth.
In the center, the sun of which each day gives to us the heat to humanity, and the spark of energy and participatory compromise.
In the lower part, the Puente del Indio [bridge], loyal testimony of the past, present, and future, foundation of the locality to which the people maintain firm and proud; and a tree which represents life, its beliefs, and the story of a love which springs from each being that inhabits it.
In the lower part, a band is released which identifies the name of Ciudad Bolívar.
