North Saanich is located on the Saanich Peninsula, approximately 25 kilometres north of Victoria, British Columbia on southern Vancouver Island.
Quoting the municipal website, section "News and Events" (see update in the subsequent posting):
The District of North Saanich Spirit Committee is seeking design ideas for an official North Saanich municipal flag from local residents. The flag should reflect the spirit of our unique community. We are requesting creative and artistically-inclined North Saanich residents to submit their flag design ideas in colour, on any sized paper, to the North Saanich Spirit Committee by September 1, 2006. Flag designs may include text. All designs will be considered. [...] The final design selection will be made by the North Saanich Council and the Spirit Committee and will be announced at a Council meeting in October.
The coat of arms of North Saanich is shown on municipal website, with the following description:
The Coat of Arms was developed in 1968 through the efforts of the municipality’s first Mayor, Mr. J. B. Cumming, and Professor Arthur Atkinson, an expert in heraldry who was a resident of the municipality. The thunderbird in the center of the shield denotes the First Nations heritage while the alternating coniferous and deciduous trees above it indicate the importance of the environment. Our interest in the ocean is represented by the wavy lines around the shield and the sail at the top. The flower on the sail is the Dogwood, which was and is prevalent throughout the area while the wings on either side of the sail indicate the airport.
The motto, expressed in the Saanich language, is loosely translated to mean "the land where it is good to be.

The municipal website of North Saanich presents the new flag as follows:
The ballots are in and the District is delighted to announce that the "Blue Heron Flag" design is the winner. Congratulations to Rhonda LePoidevin who designed the flag. This design conveys all aspects of North Saanich's character - rolling green hills, golden fields, and the blue ocean all of which form a backdrop for a silhouette of the District's official municipal bird - the Great Blue Heron. Please click on the link below to view this beautiful flag representation of North Saanich and keep your eyes peeled for the flag which will be flown at the North Saanich Municipal Hall early in 2007.
