The city of Nísia Floresta, about 20,000 inhabitants, is a small town located 24 km from Natal, the state capital. In this municipality are located some of the most beautiful beaches of the Brazilian Northeast.

Photographs of the flag on the net, they usually seem to be longer.
Curiously,
http://commons.wikimedia.org/wiki/File:Bandeira_de_N%C3%ADsia_Floresta_%28RN%29.png
has a drawing that shows the flag equally short, as if there are two versions:
One in the cloth and one digital.
