This is the flag of the municipality of Alegre in the state of Espírito Santo (Brazil). The designer
of this flag was the heraldist Prof. Arcinóe Antônio Peixoto de Faria but there is unfortunately no
other background information about this flag. Alegre is
located at the far south of the state of Espírito Santo close to the border
with the state of Rio de Janeiro. The original of this flag is at

A blue flag with a red off-centered cross fimbriated in yellow. A yellow
disk, charged with the Alegre coat of arms, is centered in the intersection of
the arms of the cross.
