The flag of the Commander and Political Commissioner of the Navy (Komandant i politički komesar Ratne mornarice) is a white flag with the naval ensign in the canton and three red five-pointed stars in the fly.
For this and subsequent flags, it is not quite clear if it goes for two persons both having the right of flying the same flag or how exactly this was meant to be used. Literally, it would seem that both the Commander and the Political Commissioner would be entitled to the same flag, though, as far as I am aware, the line of command would not go through the Political Commissioner in theory. In practice, the Political Commissioner might have had even more authority than the Commander.
