The page on "Illumination of flags" at International Dark-Sky Association website. This organization promotes «awareness of the problem of light pollution».
They say: "The basic theme and premise of this page is that we pay the greatest respect to any flag by taking good care of it and that would be by taking it down an night. If a flag is to be illuminated at night then we pay greatest respect by not harming the environment any more than necessary. We do that by following the basic tenets of good lighting practice. Don't use more light than necessary and put the light only on the object to be illuminated."
Interesting photos and comments on this subject, too. (And also a section on "Flags are of Astronomical Importance", with texts credited and linked to FOTW.)
