Vanuatu has municipalities which are not properly part of any of the provinces. They are Port Vila (established 1980), Luganville (1982), and Lenakel (2008). The municipality of Lenakel is the largest town on the island of Tanna in Vanuatu. It has a population of 1,500. It is located on the west coast of the island and serves as a major port of entry.
The new flag was adopted on November 27, 2019. The flag is horizontally
striped green and black (equal width stripes) with a half yellow circle on the
hoist side. In the half circle is a native people blowing on a shell. Around
this figure with the circular lines are seven five-pointed stars.

The first flag (adopted in 2008) was a green cloth with the seal in the
center. The municipal seal showed a rooster on Yasur Volcano surrounded by
Pacific Ocean waves.
