"The official flag of the Virgin Islands Territorial Emergency Management
Agency was adopted in September 2011. It consists of a simplified, combined
version of the Great Seal of the United States Virgin Islands between the
letters V and I (for Virgin Islands) and the seal of the VITEMA since 1981.
The eagle holds a laurel branch in one talon which represents our mission to
save lives and protect property from natural and man-made disasters though
determined planning. The arrows in the other talon represents our steadfast
vision that the Virgin Islands become the pre-eminent leader of emergency
management in the Caribbean and the Nation by providing an effective and
professional network of services to ensure resiliency before, during, and after
a natural or man-made incident.
The red and white stripes encapsulated by a blue border are a symbol of the
charges of VITEMA - homeland security, 911 emergency operations and emergency
preparedness and response. The flag of green and gold chain symbolizes the
resilience and unity of VITEMA through oneness of mind and body of all its
