According to
http://www.yaracuy-es.com/SB%20de%20Parra.html the flag of José Antonio Páez
(capital city : Sabana de Parra, state of Yaracuy) is diagonally divided VBV
with a sun with the portrait of José Antonio Páez (commander in Chief of the
army fighting Spain during the Venezuelan Wars of Independence, President of
Venezuela once it was independent of the Gran Colombia (1830-1835; 1839-1843;
1861-1863)).
Since the municipio was established in 1990, september 19th, I don’t know why
the date of 1987 august 28th is displayed on the flag..
