The department flag was adopted through an initiative by councilman Albérico Lolo González, leading to a contest. The winning flag was presented on 10 September 1994 at the House of Culture, being officially hoisted on 7 October 1994 in the local Sports Plaza. This flag was designed by the teacher Juan José Macri Accinelli.
The Soriano Department flag has a blue bar on the top taking 2/9 of the flag's height; a red one taking 1/9; a white one taking 3/9; a red one taking 1/9; and a blue one taking 2/9. In the center, text reads AQUI NACIO LA PATRIA [Here, the Fatherland was born]. Red, white, and blue are the colors on the Artigas flag.

The coat of arms was created by Wilde Marotta Castro, being adopted through a
contest available nationally. It was approved by the departmental government on
4 October 1957. In the center is a shield bordered in brown, reading at the top
in black SORIANO; at the bottom its motto AQUI NACIO LA PATRIA [Here, the
Fatherland was born]. The inner section is divided vertically into blue and red,
colors of the Artigas supporters. Adding to this is a silver Criollo horse
facing to the right for liberty. Surrounding the shield is a wreath of laurel
branches for glory. Serving as a crest to the shield, a trapezoid of red,
yellow, and red is seen for the Spanish colors as part of its history. To the
center of this crest is a feather-hat with five feathers for historic feats,
namely:
1. San Salvador fort, first establishment in Uruguay from 1527;
2. Santo Domingo Soriano's foundation as the oldest current settlement;
3.
Headquarters of the Revolution in 1811;
4. the Cry of Asencio the same year
calling for independence;
5. arrival of the 33 Orientals in Agraciada in
1825.
The bottom part of the feather-hat reads the year 1624, the founding
of the town of Santo Domingo de Soriano.
