Photographs at www.sailpack.org/2015_old_south_regatta show the wide black edge to be a border, a part of the design. They also suggest that the burgee is slightly longer, in the cloth: Maybe 2:3, maybe even closer to the golden ratio.
It's a triangular burgee with a white before red field, and a black border all around. The division line is angled flyward, but is on average probably in the middle of the flag. At the hoist is a block letter S, with a smaller letter N in its top eye and C in its bottom eye, all three letters red, the letters presumably standing for North Carolina State.
