Commodore: Rectangle, 2:3. Same design as burgee, but includes a star in each of the three rectangles between the hoist and the vertical white line.

Officers' Distinguishing Flags circa 1890's
Commodore: Broad Pennant circa 5:7 (5:5 to crutch). Blue field superimposed by a bend wise white fouled anchor surrounded by 13 white stars.
