Shippensburg University of Pennsylvania is a public university located in 
Shippensburg. Founded in 1971, the school took its current name on July 1, 1983. 
It is of note that it is one of the first teacher's colleges in the state of 
Pennsylvania. 
The university uses a white flag with the university name 
in blue;

The ROTC program uses its university logo (https://www.ship.edu/about/offices/communications/logo_usage_guidelines,
https://www.ship.edu/globalassets/marketing/su_identityguide.pdf) on a white 
background, on a yellow flag.

This is 
the first instance I have found a marketing/general logo used on this kind of 
flag versus the university seal (which the university does have).
