Defense University, and is at Norfolk, VA.

The National War College is subordinate to the National Defense University,
and is at Fort McNair, DC.
The flag was shown at

The CHDS is a subordinate element of the National Defense University, but is
closely aligned with US Southern Command. It is located in Washington, DC.
Old flag (shown above): light blue with gold fringe, agency seal in center.
It recently added "William J. Perry" to its name (April 2013), and the seal
was amended slightly, seen in more recent flags.
