The former design is based on the Texas flag, with the star replaced with the meteorlogical symbol for severe thunderstorm. However this flag cannot be found anymore. I only found the TESSA logo, showing the Texas state flag in a whirl pattern (looking a bit like Korean or Okinawan _sam-taegeuk_ symbol).

On the website of the Texas Severe Storms Association (TESSA) www.tessa.org I found this flag. The symbol is the weather observation symbol for a severe thunderstorm.
