A rank flag exists for the United States Patent and Trademark Office (USPTO),
dependent to the U.S. Department of Commerce.
The flag in question is a

in white background with (what seems to be) four red stars, each in a respective
corner as seen here:

It seems that it is the flag of the Director of USPTO. "The Under Secretary
(of Commerce for Intellectual Property), or USC(IP) is dual-hatted as the
